Aim
A general introduction to the concepts and unique considerations related to preparing for and responding to a pollution incident involving the release of hazardous and noxious substances (HNS) into the marine environment.

- HNS terminal first responders
- HNS terminal supervisors
- On-Scene Commanders, and
- All those involved in or who may have responsibilities for marine, port and handling facility operations that may potentially lead to a release of HNS in the marine environment
Learning Outcome
- Challenges and dangers of an HNS incident, the role of the On-Scene Commander (OSC) and the basic steps in HNS response;
- Behaviour of chemicals following and accidental release and Identify the health & environmental hazards posed;
- Ways in which HNS cargoes may be carried at sea either in bulk or packaged form, the guidance contained within the IMO’s code of safe practice for solid bulk cargoes and the guidance & information contained within the International Maritime Dangerous Goods (IMDG) code;
- General introduction to the principles, including safety & health issues, of emergency response systems and techniques in responding to HNS spills;
- Purpose of contingency planning and development & implementation of contingency plans;
- Lessons learnt from bulk and packaged HNS incidents.

- Legislation – International Legislation, Codes of Practice, Compensation and Liability Regime
- Chemical Substances – Introduction to basic chemistry and physical properties of chemicals; Chemicals by their hazard and behaviour groups; Toxic effects of HNS; Environmental effects of HNS
- HNS Transportation – Modes of HNS Transport, carriage regulations and guidance; Types of accidents and hazards; Use of IMDG Code and Supplements
Day 2
- Key Components of an Emergency Response System
- Response Organization – Key elements of a response organization; The different phases of response
- Response Methods – Vessels – Options in differing situations on board ships
- Response Methods – HNS Releases – Methods and techniques to be considered based on the HNS physical properties
- Health and Safety
- Decontamination
- Disposal
- Post-Operational Activity
Day 3
- Media Awareness – Media needs and when they can help during an incident; Range of factors involved in the successful handling of the media
- Contingency Planning – Purpose of contingency planning Outline; The development and implementation of contingency plans
